Dear Phala Community,

We are asking for money to keep Subscan Explorer services working for Phala and Khala from Q3 2024 to Q1 2025. Khala network stopped working, but we still keep old data for people to see. We found a cheaper way to save money and still keep the data available. We won't charge an extra 5% service fee because PHA has good money value.

Subscan helps Phala and Khala by:
- Using computers to collect and understand chain data
- Storing chain data in a database
- Keeping the network working well
- Watching and fixing any problems
- Telling the team if there are any issues
- Giving technical help when needed

We will ask for money for 3 months in advance to make sure everything keeps working well. The cost depends on how much data we use. Here are the prices:

- Basic: Up to 200 GB for $799/month, more than 200 GB is $5.3/GB
- Advanced: Up to 500 GB for $1,699/month, more than 500 GB is $5.2/GB
- Professional: Up to 1 TB for $2,999/month, more than 1 TB is $5/GB

For Phala:
- 2024 Q3: 915.86 GB for $8,997
- 2024 Q4: 1006.99 GB for $8,997
- 2025 Q1: 1162.42 GB for $11,073.3

For Khala:
- 2024 Q3: 1595.25 GB for $17,565.75
- 2024 Q4: 1639 GB for $18,222
- 2025 Q1: A special price of $799/month for $2,397

Dwellir is a community service provider that offers a public Phala RPC endpoint. They have proposed a plan to cover costs for Q1 and Q2 of 2025. The proposal includes usage statistics from Q4 2024 and the PHA/USD price is calculated based on the average price over the last 30 days. The Phala Council has requested Dwellir to resubmit their previous proposal.

A proposal has been made by 42RrwG92YkDW5nE4as3Zp1qfWZh4FszeKVFgV7KcLKdSyTiM on 24th January 2025, requesting $16,490 USD worth of PHA tokens (102,422.4 PHA) to cover the ongoing and advanced costs for running high-performance, scalable, and reliable public infrastructure for Phala and Khala in Q1 and Q2 of 2025. 

Public RPC services are necessary for Phala as setting up blockchain infrastructure is difficult, time-consuming, and expensive. It requires server development expertise, is costly to run a full node continuously, and managing production-level infrastructure is challenging. A shared node API service helps reduce these barriers and costs. 

OnFinality, as Polkadot's largest and most cost-efficient infrastructure provider, offers scalable free public API services for Phala and Khala. They focus on performance/reliability, providing more value from their Ultimate API service, and cost optimization. In 2024, they upgraded their Phala and Khala endpoints to multi-region setups in Hong Kong and North Virginia, achieving 100% and 99.99% 90-day uptime respectively. They are the only RPC provider to guarantee 99.9% uptime with actual financial penalties. 

OnFinality's Khala and Phala API services run entirely on OnFinality Cloud, their private hardware and self-service Cloud, allowing them to upgrade both setups to multi-region at no additional cost to the community. The total cost for their Phala (H1 2025) and Khala (January 2025) RPC services is $16,490 USD.

Phala Network is seeking funding to extend and enhance the Phala Network Ambassador Program for the second half of 2024. The allocated funds will be used to support and expand the ambassador community, which is integral to increasing brand awareness, fostering community engagement, and driving the adoption of Phala Network's products and ecosystem. 

The current 21 Phala Ambassadors cover languages including Spanish, French, Italian, Portuguese, and more. To increase the number of Phala ambassadors is to cover more time zones and languages, ensuring Phala’s global representation and outreach. 

The objectives are to expand the Ambassador Program, strengthen community engagement, and promote brand awareness. To achieve these objectives, a total budget of 1.43m $PHA is requested for community building initiatives and ambassador incentives and rewards. 

The implementation plan includes recruitment, training and onboarding, and monitoring and evaluation. The community KPIs for H2 2024 are to onboard 30 new Ambassadors and have 40 ambassador-led events globally. 

By funding this proposal, the Phala Network community will directly benefit from a strengthened ambassador program, leading to greater brand visibility, enhanced community engagement, and increased adoption of Phala Network’s innovative AI solutions.
