Since December 2024, the Phala team has been maintaining an Ethereum Layer 2 network built with Conduit and Succinct infrastructure to support the future Phala L2 ecosystem.
This proposal seeks treasury reimbursement and continued budget support for essential L2 infrastructure costs incurred between December 2024 and December 2025.
These expenses have been fronted by the core team to ensure the network’s early stability and integration with Phala’s confidential compute stack. We now propose to have these costs recognized and covered by the Phala Treasury as part of the network’s core infrastructure funding.
Rollup-as-a-Service platform providing sequencer, RPC, and node infrastructure. ETH costs for L1 validation, proof submission, and batch settlement are also charged by Conduit.
zk-Proving layer (SP1 zkVM + prover network) integrated with the rollup for validity proofs.
Cross-chain bridge and block explorer for transparency and interoperability.

The Phala L2 network serves as the foundation for our upcoming TEE-based confidential compute ecosystem. Using Conduit and Succinct ensures robustness, zk-security, and compatibility with Ethereum’s rollup standards. Continuous operation of the explorer and bridge provides community visibility and cross-chain accessibility. Having the treasury support these infrastructure costs will help maintain network reliability and transparency while aligning incentives across contributors.
