UPDATE: per community feedback, I've recreated this proposal as https://phala.subsquare.io/democracy/proposals/5 with the treasury.spend removed.
This proposal will:
- Accept an HRMP channel from Interlay to Phala
- Request opening an HRMP channel back from Phala to Interlay. This will allow assets to be transferred in between Interlay and Phala and open a path towards listing $PHA on the Interlay money market and more use cases for iBTC.
- reimburses me for 2 hrs x $100/hr = $200 = 879 PHA for some of my work as a non-team member creating governance proposals. This amount is only paid if the entire proposal successfully executes.

The intention of the proposal looks good. I'm not sure if a batch tx on the relay chain works. I have the impression that batch was unsupported on the relay chain.
