This proposal will:
* Accept an HRMP channel from Interlay to Phala
* Request opening an HRMP channel back from Phala to Interlay. This will allow assets to be transferred in between Interlay and Phala and open a path towards listing $PHA on the Interlay money market and more use cases for iBTC.

I have tested this call with Chopsticks UI on both Phala and Polkadot.

- Interlay and Phala want to transfer assets between each other.
- They want to list $PHA on the Interlay money market.
- This proposal will allow them to do this.
- They have tested this proposal with Chopsticks UI on both Phala and Polkadot.
- They are using a special code to make this happen.
