Phala Network Runtime v1291 is an upgrade with major updates. Here are the main changes:

1. Added Helikon boot nodes for Khala and Phala.
2. No need to patch justification period because we use proveFinality.
3. Patched soketto to allow larger than 512MB payload for Khala.
4. Fixed Dwellir Phala bootnode.
5. Enabled metadata hash verification.
6. Fixed tipper not working problem.
7. Bumped Runtime Version.

Phala Network is asking for 5,664,995 PHA to pay for their hardware and cloud infrastructure costs from Q1 to Q3 of 2025. They have been working on expanding their network by investing in things like data centers, cloud services, and special computers called GPUs.
