Phala Network Runtime v1291 is an upgrade with major updates. Here are the main changes:

2. No need to patch justification period because we use proveFinality.
3. Patched soketto to allow larger than 512MB payload for Khala.
4. Fixed Dwellir Phala bootnode.
5. Enabled metadata hash verification.

7. Bumped Runtime Version.

Phala Runtime Upgrade v1291 - Council motion #117

RadiumBlock, a company in the United States, is asking for money to help the Phala network. They want to make it faster and better for people to use. Here's what they plan to do:

1. **Snapshots**: They will make special copies of the Phala network that can be used to start new computers quickly. This will save time and make it easier for people to join the network.

2. **RPC Endpoints**: They will set up fast and strong connections all around the world. This will help developers and apps work better with the Phala network.

3. **Boot Node**: They will run a special computer that helps new computers join the Phala network without any problems.

The Phala team is asking for money to help run their Ethereum Layer 2 network. They have spent a lot of money to make sure the network is stable and works well with their secret computing tools. They want the Phala Treasury to pay them back for these costs. They have listed all the expenses for things like using Conduit, Succinct, and Superbridge. They need $219,000 to cover these costs for 13 months. They think this money is important to keep the network running well and to make sure everyone can see what's happening. They have proof of all their spending and will keep sharing updates with everyone.

Proposal: L2 Infrastructure Reimbursement & Continuation Budget (Dec 2024 – Dec 2025)

The Phala Network and Sygma Bridge have worked together since April 2023 to allow PHA tokens to be transferred between Phala, Ethereum, and Khala networks. The Sygma team has helped with bridge deployment, technical support, and resolving issues. The Phala ↔ Ethereum Sygma Bridge was closed on November 10, 2025, and this proposal asks for a one-time payment of 5,000 USD in PHA tokens to thank the Sygma team for their work. The payment will cover bridge operation costs, technical help, and support during the bridge's migration and shutdown. This payment is a one-time grant and not a long-term commitment, but the Phala community is open to future collaborations with Sygma.
