Move ChainBridge liquidity to Sygma - motion #86

This proposal is the final piece to fully launch Sygma bridge. It will trigger a force transfer to move all the PHA liquidity to the Sygma pool, so the Sygma bridge can allow arbitrary large bridge transaction.
