This motion will upgrade Phala Network to runtime v1221. This version doesn't introduce any new feature but mainly to upgrade the runtime to follow the latest substrate (polkadot-v0.9.39). Besides it, this version will update the Phala council to match the Khala council members.
The runtime upgrade v1220 was cancelled because it missed a few necessary storage migration. Learn more at:
