Councillor multisig: Phat Bricks maintenance - Upgrade Bricks Profile code

This is a part of the Phat Contract maintenance process. The multisig proposal will upgrade the Phat Bricks profile contract in this PR:

• Fix the index of get_current_evm_account_address()
• Allow owner to get and set RPC endpoint to avoid account frozen
• Support dump_evm_account() and dump_secret_key() for future profile update
