#80·Phala Runtime Upgrade v1254 - motion #80

This motion will trigger the runtime upgrade for Phala Network Runtime v1254 with the following major updates:

• Several bug fixes on Vault & Stake Pool (https://github.com/Phala-Network/phala-blockchain/pull/1420)
• Solve the collator stuck problem by changing to the correct the collator parameters
