This motion is a resubmission of motion #94.
The previous motion was passed, but we failed to trigger the fast track. We wanted the proposal to be executed in 3-7 days. So a fast track is necessary. So this motion will submit the same proposal again to get a chance to be fast tracked. (With a different preimage to walk around "duplicated proposal" problem; we did it by wrapping the ParachainSystem.authorizeUpgrade in a Utility.batch call)
