This motion will trigger the runtime upgrade for Phala Network Runtime v1242. It is a new Phala runtime and client release with the following features:

- Enable Phala Compute, Stake Pool, and Phat Contract pallets (StakePool functions are still disabled)
- Backport cumulus patch to fix syncing problem.

The runtime v1242 is a part of the Phala Compute & Phat Contract launch.
