This motion will add pruntime 2.1.1 to the whitelist. The major changes in this version:
- Support the breaking change in GRANDPA light client introduced by Polkadot sdk 1.4
- Faster sync performance. Now the storage proof of authority set change is not needed when syncing historical relaychain blocks.
