The original [motion #74](https://phala.subsquare.io/council/motion/74) was not passed because nobody votes the referenda. So in this motion, we are going to propose it again and make sure to not miss the voting.

## Original Proposal

This motion will trigger a Transact message on Polkadot to receive & open a HRMP request to Polkadex Network and receive HRMP request sent from AssetHub. It triggers the follow UMP messages:

- SubSquare proposed something before, but nobody voted for it.
- They want to propose it again and make sure people vote this time.
- They want to send a message to Polkadot to open a request to Polkadex Network and receive a request from AssetHub.
- They will use some messages to do this.
- Phala's account already has enough money to do this.
