This is a retry of [Motion 52](https://phala.subsquare.io/council/motion/52) and removed one unregistered worker from the list which prevented the operation to execute.

## Original Proposal

This motion will launch the first cluster with a list of the selected workers. The public good cluster is a special contract cluster operated by the council. It allows anyone to deploy Phat Contracts without permission on Phala Network.

The parameters of the cluster:

- gasPrice: 5 pico PHA / weight
- depositPerByte: 1000000000 pico PHA / storage byte
- depositPerItem: 50000000000 pico PHA / storage item
- treasuryAccount: (Phala Treasury) 436H4jat8E3x6whTRudzJFuF1aFqkxmkYyQqNbh9C9EKhcz7
- owner: The multisig of the current council members: 411YcLnTpRedPqFjFYLMFbxLMwnhjDXQvzV21gJLbp67T7Y4
