#39·Prepare for Phala Network Compute Launch (2) - motion #39

This motion will trigger the following actions:

1. setHeartbeatPaused: set to false to pause heartbeat
2. addRelaychainGenesisBlockHash: add the Polkadot block right before Phala parachain launch
3. addPruntime: add the first release version of pruntime v2 to start Gatekeepers
4. forceSetBenchmarkDuration: 50 blocks for benchmark, same as Khala

The previous motion was failed because the first step (setCoolDownExpiration) requires root access. Thus it will be moved to a follow up referendum.
